On 22 December 2025, Mr. Ezzedine El Madawi, Minister of Higher Education, Scientific Research, and Innovation, participated in the legislative plenary session of the House of Representatives dedicated to the examination and voting on prepared legislative texts, including Draft Law No. 59.24 pertaining to Higher Education and Scientific Research.
During the session, the Minister presented a comprehensive overview of the legislative framework, emphasizing the fundamental pillars and strategic objectives of the draft law. This presentation was followed by a general debate, during which members of parliament, as well as representatives of parliamentary groups and parties, engaged in detailed discussions regarding the proposed provisions. Subsequently, the session proceeded to the voting phase, addressing both the proposed amendments and the specific articles and chapters of the draft legislation.
At the conclusion of the proceedings, the House of Representatives adopted Draft Law No. 59.24 by a majority vote, marking a critical milestone in the legislative process. The approval of this law represents a significant advancement in the reform and modernization of Morocco’s higher education and scientific research system, reflecting the government’s commitment to strengthening institutional frameworks, promoting academic excellence, and aligning the sector with national development priorities and international standards.
The adoption of Draft Law No. 59.24 also contributes directly to the United Nations Sustainable Development Goals, particularly Quality Education, by establishing a legal framework that promotes inclusive, equitable, and high-quality higher education. The law’s emphasis on strengthening research capacities and fostering innovation aligns with Industry, Innovation, and Infrastructure, supporting the development of knowledge-based economies. Furthermore, by enhancing governance, accountability, and institutional performance within universities, the legislation indirectly supports Decent Work and Economic Growth, as it seeks to equip graduates with the competencies required to meet labor market demands. Collectively, the law represents a strategic effort to ensure that Morocco’s higher education and scientific research system contributes meaningfully to sustainable socio-economic development.
