The Ministry of Higher Education, Scientific Research, and Innovation, in a strategic partnership with the National Center for Scientific and Technical Research (CNRST), has officially launched the “Monitor Pass” Doctoral Scholarship for the 2025-2026 academic year. This ambitious initiative is designed to cultivate a new generation of high-level researchers and significantly bolster Morocco’s scientific human capital by supporting doctoral candidates who demonstrate academic excellence and a commitment to national development.
To be eligible for this unique opportunity, applicants must strictly meet several mandatory requirements. Candidates must hold Moroccan citizenship and be officially registered in the first year of a Doctoral program for the 2025-2026 academic year at a Moroccan public university. Furthermore, the program is geared toward young talent, requiring that applicants do not exceed 26 years of age by December 31 of their registration year.
A core component of the scholarship is its thematic alignment with Morocco’s strategic sovereignty. Research projects must fall under specific priority axes, including Sustainability (Water and Climate Resilience, Renewable Energies), Health Sciences (Medical Biotechnology, Vaccines), and Digital Transformation (Artificial Intelligence, Cybersecurity). Additionally, the program values the Humanities and Social Sciences, specifically research addressing Education Sciences, Morocco’s Territorial Integrity, and the history of the Kingdom.
The financial support provided is substantial, offering a monthly stipend of 7,000 MAD to ensure researchers can focus entirely on their scientific breakthroughs. The grant is awarded for a period of 12 months and is renewable annually for a maximum of three years, contingent upon the successful progress of the research work.
In return for this support, “Monitor Pass” scholars commit to being active members of their university ecosystem. Their obligations include full-time dedication to their research, contributing to the supervision of undergraduate students through tutorials (TD) or practical lab sessions (TP), and participating in the proctoring of exams. Scholars are also required to submit an annual progress report and must not combine this grant with any other national scholarship.
