National University Presidents’ Council Advances Key Reforms and PNARDI 2025–2028 Program in Rabat

The National University Presidents’ Council held a significant meeting on Thursday, June 26, 2025, at the Ministry’s headquarters in Rabat. The session was chaired by the Coordinator of the Council’s activities, the President of Hassan II University of Casablanca, and attended by the Secretary-General of the Ministry.

This meeting served as an important platform to review the progress of the national languages platform project, a strategic initiative aimed at enhancing linguistic proficiency and strengthening the quality of higher education. Participants also discussed measures related to the ongoing pedagogical reform of Bachelor’s and Master’s programs, with a focus on implementing the work-study (alternance) model to improve students’ professional integration and training quality.

In addition, the council examined preparations for the 2025–2026 academic year, ensuring that universities are ready to deliver efficient, modernized services in line with national priorities. Discussions also addressed the implementation of the National Program to Support Developmental Research and Innovation 2025–2028 (PNARDI), a major initiative designed to boost scientific research, technological advancement, and innovation across Moroccan universities.

The meeting further reviewed the progress of applications for major research and innovation calls, including the Ibn Battuta, Ibn al-Bannāʼ, and Nafzawiyya programs, which aim to strengthen scientific excellence and support priority research fields.

Finally, the gathering provided an opportunity to discuss the draft performance-based contracting framework between the Ministry and universities, an initiative intended to institutionalize a results-oriented management approach and reinforce accountability, efficiency, and performance across the higher education system.

This meeting marks another step in the collective effort to modernize Moroccan higher education by strengthening good governance practices and solidifying the role of universities as engines of development, innovation, and national progress.
